I have the honour to inform you that an
application for a passport has been received from Mrs.
Vera Lock.

Mrs. Lock and her husband Reginald Redvers
Lock are the subject of a Foreign Office circular to
consular and passport control officers dated 16th
December, 1930, a copy of which is attached. On applying
to this Government she made a statement of which I enclose
a copy for your information. She claims to have been
offered employment in Canton, but is unable to proceed
there without the necessary papers. In the circumstances,
I suggest that approval might be given to the issue to
Mrs. Lock of a limited passport for travel between
Hong Kong, Shanghai and Canton only.
3. I would enquire further whether it would be
possible to locate her husband, who is now said to be in
England, his last address being c/o Canada House,
Trafalgar Square, London, S. W.1, with a view to persuading
him to make some provision for his wife, as it seems
unlikely that she will ever be allowed to return to England.
